Yass Water Reticulation Upgrade Projects

The upgrade of Council’s existing water supply network is required to ensure treated water can reach our customers without being impacted by accumulated mineral deposits or deteriorated water mains. These upgrades aim to improve the water quality, allow adequate network maintenance and reduce the number of affected customers during regular maintenance or supply outages.

The NSW Ad-Hoc Election Fund allows for an upgrade of the Yass water reticulation in addition to the Yass Water Treatment Plant (WTP) Upgrade for a total funding of $13.55M. The current allocation is $1.7M for the water reticulation upgrade with the allocation of funds between the WTP Upgrade and water reticulation upgrade being subject to change. Furthermore, Council is also implementing improvement works on the water supply network as part of its asset management program.

Council engaged NSW Public Works for the investigations, design and preparation of tender packages for the Yass Water Supply Network Upgrade project.

Field work commenced on 4 February 2025 and investigations include survey, location of utility services, geotechnical investigations and preparation of Review of Environmental Factors (REF) where required.

NSW Government Funded Upgrades (Ad-hoc Election Fund):
  1. Network Unification and Upgrade Project (930m): A new watermain, 450mm ductile iron pipe, from the Water Treatment Plant along Cooks Hill Road and Orion Street to the Ford Street intersection and continued further by a new 300mm watermain to the Hope Street intersection. This critical upgrade will replace century old infrastructure to improve water quality, reliability of the water supply, and decommission existing mains from culturally sensitive areas.

  2. Demestre Street Network Extension (815m): A new 300mm watermain running along Demestre Street to Grand Junction Road will improve the capacity of the system to serve the growing population in South Yass while reducing the likelihood of poor water quality events.

  3. Industrial Interconnections 1-3: Installation of three interconnections between two trunk watermains supplying the Service Centre/Industrial area and transferring water to Bowning and Binalong. These interconnections will allow for greater flexibility of operations during regular maintenance and cleaning of the watermains without affecting the commercial operations of the industrial area and Service Centre. In the event of a watermain break, Council can utilise these interconnections to minimise interruptions and continue serving these areas while also transferring water to Bowning and Binalong when repairs take place.
Council Funded Upgrades:
  1. Meehan Street Watermain Upgrade (850m): Replacement of the existing 200mm watermain constructed in 1927 is expected to improve water quality and water supply towards Comur Street to support the main street business activities and enhance Council’s ability for maintenance.

  2. Grand Junction Road Upgrade Stage 1/ Yass Valley Way Upgrade (570m): A 200mm PVC watermain will be constructed from the Mitchell Street intersection and join into Yass Valley Way and the southern end of Grand Junction Road. This upgrade is key to reducing existing bottlenecks in the water network as well as being part of Councils long term strategic plan for growth. Yass Valley Way Upgrade project commenced in July 2025 with completion set for September 2025.

  3. Grand Junction Road Upgrade Stage 2 (350m): A 200mm watermain along Grand Junction Road will replace the existing aged and undersized infrastructure to adequately supply residents around Plunkett Street and Wellington Estate while significantly reducing the number of affected residents during outages.

  4. Browne St Upgrade (135m): After experiencing an increase of watermain breaks along this section of Browne Street, Council will decommission the deteriorating AC (asbestos cement) watermain and consolidate the supply to the relatively newer watermain.

  5. Warroo to Perry Watermain Upgrade (415m): Replacement of the aged AC watermain will eliminate dead ends in the network to improve water quality and reduce ongoing maintenance required in this area.

  6. Shearsby Crescent Watermain Upgrade (800m): A joint project carried out by Council staff and contracting crews, the existing 100mm AC watermain was prone to breakages, causing frequent disruptions for residents in the area. This main was replaced with a new 150mm PVC watermain in July 2025.
