Planning and Environment

  • 46 Hillview Drive, Murrumbateman. Council endorsed that a 2.5m wide shared path be constructed between the existing horse arenas (arenas 2 and 3). The Chief Executive Officer is delegated to negotiate and determine the suitable risk mitigation measures to be installed by the developer associated with the path alignment, including but not limited to restricting public access during organised events.
  • 54 Ridge Road, Lake George. Council refused DA for freestanding electronic advertising sign.
  • 33 Spring Range Road. Council refused the DA for a freestanding electronic advertising sign.
  • Development Application Update. Council noted the report on applications for April and May 2026.

Corporate and Community

  • Investment and Borrowing and Monthly Financial Reports.  The reports were noted.
  • 2026/2027 Integrated Planning and Reporting Documents. Council resolved to adopt the following documents:
    • 2026/2027 Operational Plan
    • 2026/2027 Budget
    • 2026/2027 Revenue Statement including 26/27 Fees and Charges
    • 2026/27 – 2035/36 Long Term Financial Plan

Council resolved to make the Ordinary Rates for 2026/2027. Council adopted the fees and charges as detailed in the 2026/27 Revenue Statement (including Fees and Charges). The adopted fees include a 34.2% increase in water supply and consumption fees and charges.

Council noted the 9.5% p.a. (Circular 26-06) interest payable on overdue rates and charges for the period 1 July 2026 to 30 June 2027 (inclusive) in accordance with s566(3) Local Government Act 1993.

The projected budget result for 2026/27, has an indicative Net Operating Result before Grants and Contributions provided for Capital Purposes of -$2.9M.

  • Yass Valley Council Property Strategy. Council noted submissions received from members of the public and the anticipated impact of the Property Strategy 10-year financial plan on Council’s indicative Net Operating Result.

    Council approved the adoption of the Yass Valley Council Property Strategy as published.

  • Monthly Key Incoming and Outgoing Correspondence. The correspondence was noted.
  • Minutes of the Country Mayors Association Meeting (8 May 2026). The minutes were noted for information.
  • Infrastructure and Assets
  • Proposed sale of Council-owned property 18 Leake Street, Bowning. Council approved that 18 Leake Street, Bowning be sold on the open market. A recommended offer will be presented to Council with supporting valuation evidence and marketing agent advice.

    Council recommits to providing 50% of the sale proceeds (after associated costs) to the Bowning area for the community's benefit, with the remainder of the proceeds be placed in the property development internally restricted fund.

  • Yass Water Treatment Plant Upgrade Project. Council received and noted the Bi-Monthly Update Report.
  • Tender Evaluation Report – Laidlaw SPS Decommissioning – Sewer Reticulation. Council resolved to award tender to Pacific Coast Contracting Pty Ltd for Laidlaw SPS decommissioning - sewer reticulation for a total cost of $394,496.96 (ex GST).

Questions with Notice

Responses were provided for Questions with Notice from Councillor Fleur Flanery, and a motion was passed that the Provision of short term accommodation/parking at Joe O’Connor Park, Murrumbateman Recreational Ground and other recreational grounds as required be reviewed and presented at a future Council meeting.
