Rates & Charges

Rates are a tax and not a fee for service. If you own any freehold land, whether vacant or built on, you are required to pay rates. There are some properties (land owned by government authorities, charitable or religious organisations) that may be exempt from rates but they will need to apply to Council for a determination. All rates and charges are levied in accordance under the provision of the Local Government Act 1993.

Rates and Annual Charges are one of Council's primary sources of ongoing income, making up approximately 43% of our income each year. Rate income is used to provide essential infrastructure and services.

Due dates for rates

Rates are paid every year and can be paid in full or by quarterly instalments. If you are paying in full, your rates are due on or before 31 August each financial year.

The due dates for quarterly instalments are:

  • 1st instalment - 31 August.
  • 2nd instalment - 30 November.
  • 3rd instalment - 28 February.
  • 4th instalment - 31 May.

Late payments and interest charges

If you don’t pay your rates on or before the due date, interest (calculated daily) will be charged on the amount owing. The interest rate is set annually by the Independent Pricing and Regulatory Tribunal (IPART). The current interest rate being charged for late payments is displayed on the front of your rates notice.

Council may take legal action to recover unpaid rates and charge the cost of the action to the ratepayer.

Financial difficulties

If you are having difficulty paying your rates on time, please call Council to discuss possible alternative arrangements. If you are suffering severe financial difficulties complete Form 190 - Financial Hardship Relief Application for a financial hardship determination.

Payment at Council

Payments are accepted at the Administration Building (209 Comur Street, Yass) from 9:00am to 4:30pm, Monday to Friday. Payment may be made by cheque, cash, EFTPOS or credit card.

Payment at Post Office

Payment can be made at any Australia Post Office within Australia by cheque, cash or EFTPOS. The Post Office will issue you a receipt.

Payment through Mail

Payment by cheque/money order can be posted with this payment advice to:

Direct Debit

Direct Debit  is available upon request. To request this service please complete Form 78 - Direct Debit request.

On the 17th May 2016 the Independent Pricing and Regulatory Tribunal (IPART) announced the approval of Yass Valley Council’s Special Rate Variation (SRV). This announcement will generate an additional $5.3 million over the next four years, providing Council with the opportunity to invest in infrastructure, community projects and maintain service levels across the Valley.

Yass Valley Council received approval for four consecutive increases of 8.5% including the rate peg, from 2016/17 to 2019/20, a cumulative increase of 38.6% over four years. 

General rates

General rates are based on the unimproved land values supplied to Council and the land owner by the NSW Valuer General.

Land valuations

Unimproved land values are determined by the NSW Valuer General every three years. As Council’s rates income is limited by rate pegging, an increase (or decrease) in your land value does not necessarily mean a corresponding increase (or decrease) in your general rates.

Rating categories

All rateable land within the local government area are categorised as either residential, business or farmland, depending on the lands dominant use. Sub categories of these three categories may be used based on centres of population (ie: Towns or Villages) within the LGA.

Rate pegging

Each year the NSW State Government through the Independent Pricing and Regulatory Tribunal (IPART) approves a maximum percentage increase in the total income a council can receive from rates, thereby limiting the amount of income a council can raise via general rates.

GST

Council rates are exempt from the goods and services tax.

Stormwater Management Charge

Property owners within the Yass township are required to pay a stormwater management charge that contributes to the cost of providing new or additional stormwater services. Non rateable or vacant properties are exempt from this charge.

Waste Management Environmental Charge

All rateable properties within the local government area are required to pay a waste management environmental charge. The income from this charge is used to offset the cost of Council’s waste management and recycling operations.

Domestic Waste Management Charge

All residential properties within a designated garbage collection area are provided with a weekly garbage collection and a fortnightly recycling service. Under the Local Government Act, it is mandatory for all rateable properties within the designated collection area (including vacant land) to be charged for this service.

Water Availability Charge

All rateable properties that are within 225 metres of a Council water main, are charged for water availability whether connected to the water supply of not.

Sewerage Availability Charge

All rateable properties that are within 75 metres of a Council sewer, are charged for sewer availability whether connected to the service or not. For residential properties, this is a fixed yearly charge. For non-residential properties, the charge is determined by previous water usage with a minimum charge applicable.

Onsite Sewage Management Charge

All property owners with an onsite sewage management system (septic tank, AWTS or worm farm etc) are required to pay this annual charge. This ensures the landowner is compliant with Section 68 of the Local Government Act 1993 which requires a current 'Approval to Operate' for all systems.

Change your postal address

Contact us to change your mailing address in person, in writing or via our online form. We can not change your postal address over the phone.
