Committees of Council

Council has established a committee structure with various committees and working groups that provide advice and recommendations on a range of matters.

Representation on Council's committees and working groups includes community members, councillors and industry representatives and are normally called for and appointed every four years, in line with the council term.

Audit Risk and Improvement

Council Representatives: Mayor Rowena Abbey & Councillor Allison Harker.

Functions delegated by Council to Committee:

  • To provide independent assurance and assistance to Yass Valley Council on risk management, the control framework, legislative compliance, internal audit and external accountability responsibilities.

Joint Regional Planning Panel

Council Representatives: Councillor Geoff Frost & Councillor Michael McManus.

Functions of Committee: 

  • The provision of independent, merit based decision making on regional development.
  • To determine regionally significant DAs.
  • To act as the relevant planning authority for the purpose of preparing an LEP when appointed to do so by the Minister.
  • To determine Crown DAs where applicable.
  • To determine applications to modify a consent for regionally significant development under the Environmental Planning and Assessment Act 1979.
  • To provide advice on planning or development matters when requested by the Minister.

Meeting Dates: Meetings are held when required.


Local Emergency Management

Venue: Council Chambers.

Functions of Committee:

  • To coordinate management and planning of local emergencies.
  • The preparation of plans in relation to the prevention of, preparation for, response to and recovery from emergencies in the Yass Valley LGA.

Local Rescue

Venue: Council Chambers.

Functions of Committee:

  • To ensure efficient and effective rescue services throughout the LGA.
  • To assist the State Rescue Board in the exercise of its functions within the Yass Valley LGA, including determining whether the accreditation of a rescue unit to operate in the LGA should be recommended to the Minister.

Traffic Facilities

Functions delegated by Council to Committee:

  • To consider traffic related matters within the LGA.
  • Submit recommendations on traffic related matters and prepare minutes and report for Council meeting.

Unreasonable Complainant Conduct Appeal

Council Representatives: Mayor Rowena Abbey, Councillor Kim Turner & Councillor Michael McManus.

Functions delegated by Council to Committee:

  • To undertake, on the appeal of a complainant, a review of a decision to change or restrict access to Council’s services.
  • To determine the outcome of an appeal.
Meeting Dates: Meetings are held when required.

Aboriginal Consultative

Council Representatives: Councillor Michael McManus and alternate representative Councillor Kim Turner.

Functions delegated by Council to Committee:

  • To provide a forum for support, communication and understanding between the Aboriginal community and Yass Valley Council.
  • To consider and make recommendations to Council on Aboriginal issues and prepare minutes for Council records.

Council is working with its Aboriginal Consultative Committee to develop a Reconciliation Action Plan (RAP). The purpose of the RAP is to strengthen existing partnerships and deliver better outcomes for the people of Yass Valley. The RAP will provide a framework for future actions and priorities to advance reconciliation, support Aboriginal and Torres Strait Islander quality and promote closer working relationships between Council and the Aboriginal community. More details on RAPs can be found on the Reconciliation web site at www.reconciliation.org.au. If you have any suggestions for the RAP please forward your ideas to Council@yass.nsw.gov.au.

Community Access

Council Representatives: Councillor Geoff Frost & Councillor Nathan Furry.

Functions delegated by Council to Committee:

  • To assist Council to establish a community in which all members will have equitable and safe access to facilities and services.
  • To actively provide recommendations to Council regarding issues of equitable and safe access to facilities and services within the Yass Valley Community, after identifying and considering the needs of all community stakeholder groups.
  • To provide advice to Yass Valley Council on issues of access equity and safety relating to any Yass Valley community development initiative.
  • To ensure that all recommendations proposed by the Yass Valley Community Access Committee reflect legislative requirements concerning disability and discrimination.

Economic Development

Council Representatives: Councillor Allison Harker, Councillor Geoff Frost & Councillor Mike Reid.

Functions delegated by Council to Committee:

  • To provide advice and support to Council on long term sustainable economic growth within the context of generating, attracting and maintaining business activity and/or employment in Yass Valley.
  • Provide advice on economic development strategy.
  • Provide advice on tourism strategy.
  • Provide a forum to engage with the local business community.
  • Support, attract and grow local businesses.
  • Projects to be determined by the Committee.
  • To make recommendations consistent with the Community Strategic Plan in relation to economic development and tourism.
  • Advise on future development of main street incorporating the heritage aspect.

Public Art

Functions delegated by Council to Committee:

  • Assess and advise on Public Art proposals and commissions in accordance with the Public Art Policy.
  • Investigate sources of funding for Public Art projects.
  • Advise on decommissioning and relocation of Public Art works.
  • Make recommendations to Council in relation to the role of the Committee, Public Art Policy and specific Public Art projects.

Sports Council

Council Representatives: Councillor Nathan Furry.

Functions delegated by Council to Committee:

  • To consider fees and capital works and advise on use of sporting facilities.
  • Annually recommend the use of Council sporting facilities, submit recommendations to Council in respect of ground fees and capital work priorities and prepare minutes for Council records.
  • Provide endorsement of Department of Sport and Recreation Grant applications from the local area.

Youth Council

Council Representatives: Councillor Nathan Furry.

Functions delegated by Council to Committee:

  • To provide a forum for Council to consult with and receive advice from representative youth in Yass Valley.
  • In accordance with separate Terms of Reference as adopted by Council.

The Audit Committee was established by Council in February 2015, having an essential role in the governance framework. It provides Council with independent assurance and assistance in the areas of risks, internal controls, compliance and financial reporting. The Committee has no executive powers, except those expressly provided by the Council.


Membership

The Audit Committee is made up of 3 external members of Council - one of whom is the Chair, and 2 Councillors, one of whom is the Mayor. The Audit Committee works under the Audit Committee Charter as resolved by Council.

Responsibilities of the Internal Audit Committee

  • Risk management.
  • Control framework.
  • External accountability.
  • Legislative compliance.
  • Internal audit.
  • External audit.

Activities of the Internal Audit Function

The Internal Audit Manager reports administratively to the General Manager and functionally to the Audit Committee. The Internal Auditor works under an Internal Audit Charter as resolved by the Audit Committee.

Independent Internal Audit functions provide continuous review of the effectiveness of risk management, control and governance by:
  • Providing independent, unbiased assessment of councils operations.
  • Offering management information on the effectiveness of risk management, control and governance processes.
  • Acting as a catalyst for improvements in risk management, control and governance processes.
  • Advising management on what it needs to know, when it needs to know it.
  • Economic, effective and efficient and ethical use of resources.
  • Safeguarding of assets.

Internal audit works to support Council, the executive management and stakeholders by:

  • Reviewing the organisations achievement of objectives.
  • Assessing its decisions are properly authorised.
  • Evaluating the reliability and integrity of information.
  • Ensuring assets are safeguarded.
  • Assessing compliance with laws, regulations, policies and contracts.
  • Considering the efficiency, effectiveness, economy and ethics of business activities.
  • Reviewing opportunities for fraud and corruption.
  • Following up previous audits to assess if remedial action has been effectively implemented.
  • Looking for better ways of doing things.

Murrumbateman Old School Grounds

Functions delegated by Council to Committee:

  • To preserve the Old Murrumbateman School, School House and grounds.
  • Day to day management and operations of facilities, including rental recommendations and the provision of an Annual Report to Council on operations including audited Financial Statements.
  • The care, control and management of the Old Murrumbateman School, School House and grounds, except for those functions which are excluded by S377 of the Local Government Act including the fixing of fees and charges.
  • To spend funds from rental on reserve building and grounds, in accordance with the Operational Plan and charge and collect rent.

Murrumbateman Recreation Reserve ​and Grounds

Functions delegated by Council to Committee:

  • To provide planning input for future development of the Recreation Reserve and facilities (Dundoos Paddock & Nirta Drive Common).
  • Day to day inspection of maintenance requirements to be forwarded to the Facilities Coordinator at Council.
  • Undertake minor maintenance eg weed spraying, trimming, tree planting | Input into the Plan of Management.

Yass Soldiers Memorial Hall

Council Representatives: Councillor Kim Turner & Councillor Geoff Frost.

Functions delegated by Council to Committee:

  • Submits recommendations to Council on fees and capital works items for consideration in the budget and prepare minutes for Council records.

Meeting Dates: Meetings are held when required.

 
Public participation in the meeting can occur on the following basis:
  • By approval of the Committee Chair and for agreed agenda item(s) – please email Council@yass.nsw.gov.au or phone (02) 6226 1477 at least 2 working days prior to the meeting.
  • All public presentations occur at the beginning of the meeting.
  • Participants must leave the meeting at the completion of the public participation item i.e prior to other items on the Agenda being discussed and decided on.
  • Each participant may present for a maximum of 2 minutes on any item.
